It explains how, in the nineteenth century, international law was framed as a Eurocentric public law, the jus publicum Europaeum which did encounter Pan-Africanism, and put aside human rights and human dignity in its way to treat people of Africa.
The second phase of Pan-Africanism gained its roots in newly independent African States, who arrived on the international scene as subjects of international law.
They reinforced this new status under the United Nations Charters and by collaborating with Asia and Latin American countries. Through these organizations, a certain public law of Africa has emerged, leading to innovative rules, and to new relations between the African system and international law.
