A dense fog advisory is in effect until 10 am on Friday. Springfield Police say they received a call from the missing year-old girl, Natasha Brown, just before 7 a. Officers found her crying on the steps of East Monroe Street, the Noll Law Office in Springfield across the street from the county building. When officials spoke with Brown, she reported that she met the suspect, year-old Springfield resident Zachary Despain, on social media.
Police say an Illinois State Trooper had been behind the vehicle and conducted a registration check on it. The vehicle was rented to Despain, a registered sex offender, who lives in the block of Cross Street. Police listed the reasons for his arrest as enticing a child for indecent purposes, trafficking a person for labor or sexual servitude, and kidnapping and interference with custory.
According to the Illinois State Police, Despain has had criminal sex convictions dating back over a decade. He's a registered child sex offender in Illinois, placed under the "sexual predator" classification.
